    The original patent created by Baron August Hugo Debulow raised many questions and caused many to wonder outside of our jurisdiction, if this marvelous event actually occurred. 

The first question was why did Baron Auguste Hugo Debulow come to America in 1864? Was his sole
 purpose to give colored men the Scottish Rite 33
°? If we follow this analogy Baron Debulow would not have exalted white men to th 33°; or was Baron Debulow's purpose establishing  a central Scottish Rite Supreme Council within the United States to create Scottish Rite Masonic Amity between Northern and Southern territories in the midst of fighting a civil war. During this time the Northern Jurisdiction had two separate Supreme Councils each claiming others territory was vacant but neither had established a masonic path for immigrants and colored people in accordance with the Scottish rite principle of tolerance.

Baron Debulow, a french military colonel knew this move would create a platform for tolerance, liberty and equality within the biggest fraternal men's organization in the United States at the time "The Scottish Rite".

During civil war the french military assisted the Union to defeat confederates.

In 1864 - The Civil Rights Act was passed guaranteeing equal rights to colored (black) people in the United States. A majority of Masonic Freedom Activists, professionals and craftsman were members of the Supreme Council of the United States, its territories and dependencies, Western Jurisdiction

The Supreme Council of the United States, its territories and dependencies, Western Juridiction 1864 Charter reads as follows:
This is an english translation of the Supreme Council of the United States, its territories and dependencies, western jurisdiction's charter established and signed by Baron A. Hugo Debulow member of the Supreme Council of France in 1864

"  The Supreme Council of the Sovereign Grand Inspectors General of the 33rd and Last Degree of the Ancient and Accepted Scottish rite of freemasonry for the United States of America, its territories and dependencies, Western  Jurisdiction, was constituted in the conformity with the general system of creating supreme Councils of the rite, as adopted and  practiced among all Nations,  by the illustrious Auguste Hugo De bulow, and active member of the Supreme Council of France and its dependencies, and by him Founder and established Among Masons in the United States of America, at the thirteenth day of November, AD., 1864, in full accordance, with the Spirit of the Constitution of 1786, the only authority by with any Supreme Council of the 33rd and exist.

At this date, owing to the causes with which we have nothing to do, there were two bodies, each claiming to be the Supreme Council for the Northern Jurisdiction, and each denouncing each other as irregular and as far as colored people were concerned, was vacant, established a "  Central Masonic Power" of the Ancient and Accepted Scottish Rite amongst Masons, established a Supreme Council of the United States by the authority of Sovereign Grand Inspectors General  of the 33rd Degree and an active member of the Supreme Council of France sustained second section of Article II, of  the Constitutions of 1786.

Baron Auguste Hugo De Bulow, Most Puissant Sovereign Grand Commander made 33rd's Patrick H Reason, Grand Master of the colored United Grand Lodge of New York to Lt. Grand Commander, etc."


Baron Debulow initiated 2 white men to demonstrate the Scottish rite had no patent for race, color, creed or nation origin, to do so who erase the Scottish rite Constitution and its principles of 'liberty, equality and fraternity and key edicts of faith hope and charity all of which denotes tolerence of all men under the fatherhood of God. Baron A. Hugo De bulow graciously moved against popular thought by initiated abolitionists who caused unity among colored and white men during national turmoil, out of such chaos came order. Baron A. Hugo Debulow's Supreme Council established racial unity within the American Scottish rite. 

The Supreme Council of the United States, Western Jurisdiction celebrates the life and legacy of the Late Baron Auguste Hugo Debulow on November. 28.

WHO IS WHO? In the Scottish Rite 1864-Present

Rev. A.B. Allen aided formation of the National Supreme Council for
  becreated a co-exsistance agreement or Amity agreement  which prohibits the National Supreme Council from creating any alliance attempting to take the (Debulow's Council's) personality.

During his tenure Ramon A. Martinez, Deputy Most Pussiant Sovereign Grand Commander and last highest ranking officer of the Supreme Council of the United States, Western Jurisdiction
under the amity or co-existence agreement decided to leave the National Supreme Council. After ILL. Fritzpatrick violated the amity or co-existence agreement attempting to dissolve merger and absorb Debulow's Supreme Council of the United States into the National Supreme Council.

In the 1800's duel-membership was allowed on the basis of tolerance.

All members of the Supreme Council of the United States, Western Jurisdiction left the National Supreme Council  with Ramon A, Martinez to reestablish the Supreme Council of the United States, Western (Debulow's Supreme Council's) to its personality of 1864.
                                                                                                             
The Western Supreme Council is dedicating a Memorial Library to Baron Auguste Hugo Debulow, the first Most Pussaint  Sovereign Grand Commander of the Supreme Council of the United States, its territories and dependencies, Western Masonic Jurisdiction of 1864 and Sovereign Grand Inspectors General From the Supreme Council of France.

The Baron A. Hugo Debulow Library will contain the true history of Scottish Rite and Freemasonry.

We are seeking any books, pamplets of programs from 1700's till the present.  A Masonic Library is a value resource to the youth and newly made masons. You kind donations will expand our current library and research society.

The Western Supreme Council is seeking sponsorship (foreign and domestic) for use in  The Western Scottish Rite building fund. This Supreme Council receives its sponsorship from Supreme Councils, Orients, Districts, Grand Lodges, Freemasons and  organizations dedicated to the preservation and safeguarding of Masonic history in the United States.

The Western Supreme Council is a non-political regular masonic organization.  Any International contributions must be cleared through the United States anti-terrorist commission.
